3Defeat 5 Irritating Ecaflees
Combat

The area has only three maps, with a group of fleas on each. Talk to the critters and choose to attack them without mercy: each fight is solo and rewards you with a Miniscule Fleeflee Foot.

4Look through the Spyglass

Go back to Kerub: he offers to let you observe Ecaflipus. Talk to the spyglass on the same map, then talk to Kerub again to leave for the next location.
5Look through the Spyglass again

You are automatically teleported to the next location. Look at Ecaflipus through the spyglass again, then talk to Kerub.
6Observe Kerub's temple

Look through the spyglass one last time: you see Kerub's temple. Finish the dialogue with him to complete the quest; you are automatically taken back out of Ecaflipus.

Across the three maps of Ecaflipus, 5 in total, in solo fights. Their level and stats depend on yours.

Cast from the start of the fight, with no duration limit: when it takes damage, it gains 100% critical hits for one turn.
Irritating Loussuction

Air Damage and 1 MP steal, in a line, at about 5 range.
Irritating Fleetribution

Neutral Damage in melee, possibly depending on its remaining vitality.

XP and kamas depend on your level: 2,500,000 XP and 43,980 kamas at level 200.

The quest does not unlock another quest. It introduces you to Ecaflipus, Ecaflip's divine dimension, where other quests take place.
